See the Writer Guide, the Writer FAQ, the Writer Tutorials and Writer for students.

Remember: Always save your Writer files as .odt files. - see here for the many reasons why.

- You can create hybrid PDF files with the LibreOffice. This in a PDF file with the embedded ODF content. Then you can read/print it as a PDF file, and you can edit it as an ODF file.

- The LibreOffice Draw application has built is PDF import filter. The Draw can open a normal PDF file, and you can make some cosmetics on the file. Note: It is not a full featured ODF editor. You van install this feature (as an Extension) to the Apache OpenOffice too, because the AOO has not contain this feature by default.

What do you means by "editing"?
Adobe Acrobat Reader DC has a feature to add comments or fill and sign documents.
See Tools menu.

This is if the files are not protected from editing.

If the PDF is only pictures embedded, no editor will work.

PDF is most often used when text material is accompanied by graphic content.

No.

PDF stands for Portable Document Format and is used when a document is required to be viewed, but not edited, on many different hardware and software platforms. It can be text only, graphic only, fillable form or any mixture of the three. The fonts used are embedded to ensure that if the platform does not have those fonts installed the document still renders correctly.

PDF/A is a stricter, reduced standard designed for long term document archival.
