I have never been able to open a PDF file with that extension, and it seem like every time I look at the extension entry on the site you linked to, the compatibility rating for OO4.x keeps dropping.
I just took another look and it's showing 34% for compatibility and 66% non-compatibility.
To me, this indicates that, while some people have had success with using it, most have not.

Personally, I'd just forget about using that extension and grab a copy of Adobe Acrobat.

Yes, don't waste time trying to use Openoffice. The editing capability is very limited. Follow RussellB's suggestion

What is Adobe Acrobat? Thanks for any help, I'm really new to this stuff.

Adobe Reader is a standard PDF file reader, usually installed on new Windows computers. Adobe Acrobat incorporates Adobe Reader; it is a commercial product which adds PDF editing facilities.

If you don't want to use Adobe, another rather nice pdf reader (not editor) is https://www.foxitsoftware.com/products/pdf-reader/

On our Windows boxes I use to install http://www.sumatrapdfreader.org/free-pdf-reader.html (very small, very fast and very yellow).
