OpenOffice is not a file opener for all formats. PDF files are best opened with a dedicated PDF Reader program, which is usually already installed on all operating systems. Change your computer's File Associations to point to that.
Apache OpenOffice 4.1.7 on Xubuntu 18.04.4 (mostly 64 bit version) and very infrequently on Win2K/XP

The AOO requests an extension to open PDF files in the Draw application.
https://extensions.openoffice.org/en/pr ... openoffice

The LibreOffice contains that feature by default.

It is not a full PDF editor feature. You can make some cosmetics only on the PDF files.

Please, edit the initial post in the topic: add the word [Solved] at the beginning of the subject line - if your problem has been solved.

See the Writer Guide, the Writer FAQ, the Writer Tutorials and Writer for students.

Remember: Always save your Writer files as .odt files. - see here for the many reasons why.
