Create office documents on java

I want to create office documents (especially, xlsx files) with OpenOffice API and Java.
I`ve glanced through the documentation and It looks like I need OpenOffice installed on the computer that would run my application.
Am i right?

Yes, you are right. You cannot use OOo API without installing OOo.
