Thanks for the tip. YES, I did try libreoffice. It did dump the data into a spread sheet. HOWEVER, it was not complete. Some of the data (such as Zip Codes) was not there. Also, other entries, such as "Commemts" were not complete. This left the conversion unusable.

Install a 32-bit version of Java described here: viewtopic.php?f=74&t=69896
Call menu:Tools>Options>Java, enable the use of the newly installed Java and restart the office suite.

Obviously you have missed something. I am not trying to open an Office Suite file. I am trying to open a MS Works 7.0 file. As far as I know, Works does not use Java to run.

After you loaded that file into a spreadsheet program and saved it as a dBase file in a dedicated directory, this file is usable with a wide variety of applications. It is just an ordinary dBase table with your data in it. You connected a Base document to the dBase directory which is the normal way to "open" dBase with a database program and now you have your data availlable in this office suite.
If you want to create an input form for this dBase database you have 2 options:
1a) Create an input form manually within the Base document.
1b) Create an input form manually attached to a stand-alone Writer document.
2) Let the form wizard create an input form which requires that you installed a particular version of Oracle Java.
