That's because Writer documents can be anything, but they will mostly be letters, reports, (short) stories or novels, or some other genre. If you have a document with many recipes, you can change the page size so that each recipe will just fit on one page. Then you can browse in page view. The same would work for poems. You can also put the recipes or poems in a presentation.

Or use a recipe manager; why drive a screw with a hammer when a more suitable tool is available?

There aren't any developers here - the forum is for helping users.

I'm unclear about exactly what feature you want... would a master document be any use for this?

Make a PDF from the recipe file, then show it one page at a time in a PDF Reader. Or write (or Cut and Paste) your recipes into Impress. Or put your recipes in a database, and display them using a suitable form.

Three are ways of doing this - no need to author a new way.

If what you want is something like the slide pane on the left in Impress...

go to Window Menu/new window...
size the new window appropriately, put it on the left, and zoom to a small size so it looks like a column of whole pages

Or in Writer, make a Table of Contents from the header of each recipe, and use that for quick access to the recipe.

There is the organon extension, if that might be in the realm of what you're looking for:
