Recently I noticed when I use Writer these characters shown in the attachment and quite often are in between the paragraphs which becomes confusing. What are they and how can I eliminate them?

You have copied your text from a website - hobby-machinist; the website included non-breaking spaces as part of the text you copy - I'm guessing there is a QUOTE button you are using to grab the text.
You also have View | Field Shadings or Ctrl+F8 turned on, which highlights, among other things, those non breaking spaces. Turn it off and your confusion will end.
You can avoid inserting these characters in the first place by using Paste Special and selecting Unformatted Text.
