Change the default csv save delimiters

Is it possible to change the default csv save delimiters? I would like to use different delimiters when saving as an .csv file. I know I can specify them manually but would like them to be used by default, for example the ^ for field and the ~ for text delimiter. Mainly so my user's don't have to remember to use the correct ones.

[Unfortunately I've yet to install 3.2, so can't say whether the feature you require is available there.]

The changes did not make it into 3.2; it's targeted for 3.3 (June 2010) for now.
