What mouse and which driver do you use?
Maybe you need to activate Universal Scrolling in your mouse driver settings or update to a newer driver.
It works for me on different machines with both current Logitech and MS mouse drivers and OOo 2.3.1.

Do you use the EuroOffice_Dictionary extension?
Then your problem may be the same as described in http://user.services.openoffice.org/en/ ... ?f=5&t=646 (refering to http://user.services.openoffice.org/en/ ... ?f=7&t=382)

OOo 3.0.1 & DEV-3.1 • WinXP pro 32-bit + SP3 + current patches
Looking for OpenOffice-related information? Try the search engine on OpenOfficeNinja - a great tool!
My favorite extension: Alt. Find & Replace for Writer. All you need and much more...
OOo 2.4.X on Ms Windows XP

That extension bug has been fixed, so you'll want to follow these instructions to update:
