[Solved] What is the difference between these OOo forums?

I am sorry if this sounds like a silly question, but I can see two very similar, but different, forums for OpenOffice problems.

This forum is the Open.Office Community Forum and has a web address starting http://user.services.openoffice.org/en/forum

But there is a similar OpenOffice.org Forum at http://www.oooforum.org/forum/viewforum.phtml?f=2

Should I be using one for some things, and the other for other things? Or are the two forums in competition with each other? Is one "official" and one not?

It is a little frustrating - I can never remember which one I have posted to, especially as I am using the same name in both.

Any clarification will be greatly appreciated!

This forum was set up when other forum was badly managed, and stopped several times within a week.

No official forum, but this one runs on oracle servers, supported by OOo users, not support personnels from any company.

Now this one support other languages, too.
